On the final days of Minnesota's 2023 legislative session, several changes were made to the statutes regarding lawful gambling. The changes can be divided into eight categories.

  1. Combined net receipts tax rates will be reduced beginning July 1, 2023.
  2. Organization annual audit requirements were changed effective July 1, 2024 and an audit requirement was added for electronic pull-tab manufacturers.
  3. The purpose of lawful gambling statutes was clarified.
  4. The statutory language, "mimic a slot machine" was further defined for games approved by the board after July 31, 2023.
  5. Requirements for how an electronic pull-tab ticket must be opened were clarified for games approved by the board after July 31, 2023.
  6. Electronic pull-tab game lab certification standards were changed for games approved by the board after July 31, 2023.
  7. A provision was added requiring that by December 31, 2024, all electronic pull-tab and electronic linked bingo games that don't comply with the new standards that become effective August 1, 2023 must be removed from play.
  8. Effective July 1, 2024, a cap on the amount distributors may charge an organization for electronic pull-tabs will be implemented.
