Aspirus St. Luke's primary care clinics (PCCs) are once again part of Blue Cross and Blue Shield of Minnesota’s Minnesota Advantage Health Plan’s network. 

The 12 clinics located in Minnesota and western Wisconsin are in network as of Feb. 1, 2026. All 12 clinics will be cost level 2.

This change does not let employees or family members change medical plan administrators. It does not meet the federal rules for a plan change.

Every person covered by state employee health insurance must choose a primary care clinic. This clinic is the hub for the care you need. 

The cost level of your PCC determines in part how much you pay when you get care. To change your PCC during the year, call the number on the back of your Blue Cross or HealthPartners ID card.
