Housing support
Housing Support (formerly known as Group Residential Housing) is a state-funded program that pays for room and board costs for adults with low incomes who have a disabling condition or are 65 or older. Recipients live in a licensed facility or an authorized community-based setting, such as their own home. The program aims to reduce and prevent institutional residence or homelessness.How does it work?
- As of January 2025, 29% of program recipients receive Housing Support while living in their own leased apartments, while others receive Housing Support in group settings like adult foster care homes or board and lodge facilities.
- County and some tribal human service agencies receive, assess, and approve applications.
- Housing providers receive payments on behalf of eligible recipients. Funds are used to pay for rent, utilities, food, household supplies, and other things needed to provide room and board to participants. Recipients may be required to pay a portion of their income toward their housing costs.
- A Supplemental Service rate might be paid in some settings if an individual is not eligible for home and community-based services under Medical Assistance.
Who is eligible?
- All Housing Support recipients younger than 65 years old have conditions that limit their self-sufficiency, such as a physical or mental health disability, visual impairment, and substance use disorder.
- Recipients must have an income that is lower than their Housing Support benefit amount and assets worth less than $10,000.
- People exiting residential behavioral health treatment can access Housing Support for up to three months before completing income, asset, and disability verifications

What does it cost?
- The Housing Support rate was paid to an average of 20,844 monthly recipients across the state in fiscal year 2024.
- As of July 1, 2024, the monthly Housing Support room and board rate is $1,170 for group settings and $1,220 for community settings.
- The standard limit for the Supplemental Service rate is $494.91 per month.
- A total of $228.4 million was spent for the Housing Support program in fiscal year 2024. The state paid an additional $5.3 million for the Housing Support Community Living Infrastructure grant to Counties and Tribal Nations.
