Weatherization Assistance Program

The Weatherization Assistance Program provides free home energy upgrades to income-eligible homeowners and renters to help save energy and make sure your home is a healthy and safe place to live.

Weatherization works closely with its companion program, the Energy Assistance Program, to help permanently reduce the energy bills for low-income Minnesotans.


If you qualify, a local Weatherization service provider may conduct a free home energy assessment to determine if cost-effective energy efficiency improvements can be completed in your home. Weatherization services could help decrease your annual energy costs by up to 30 percent. 

Potential energy upgrades include: 

  • Exterior wall and attic insulation
  • Air leakage reduction
  • Furnace, boiler, and water heater repair or replacement
  • Ideas to help you reduce your home’s energy use, such as using a programmable thermostat

Minnesota residents can obtain an application by contacting the local service provider in their area or by accessing it online (see below).  Energy Assistance and Weatherization Assistance use a joint application for both programs. PY2026 US DOE Weatherization Assistance Program State Plan Public Hearing

The draft PY26 US Department of Energy (DOE) State Plan describes how federal DOE funds will be used to help low-income households reduce their energy burden. Commerce uses comments received at the public hearing and during the comment period to develop the final state plan.

Public Hearing Information

  • The public hearing starts on time and continues until all attendees have an opportunity to offer comments and ask questions, or until 12:00pm, whichever comes first.
  • Minnesota Department of Commerce staff run the hearing and are available to answer questions within 24 hours following the hearing. 
  • You may share verbal comments at the hearing, or you may submit written comments as described below.

Proposed Changes

  • Energy modeling software transition 
  • Eliminate renewable electricity-generation technologies from DOE Formula Funds
  • Implement the use of the recently approved Field Guide
