Powering Minnesota Communities Together
Save Energy Minnesota works with local community groups across the state. We help Minnesota residents save energy and lower their energy bills. We connect people with home upgrades, rebates, and support.
There are two ways to partner with Save Energy Minnesota:
- Assistance Partners help people learn about Save Energy Minnesota and related programs. They also help residents use technology and complete applications.
- Project Partners manage energy‑saving home improvement projects that help save energy through Save Energy Minnesota and related programs. Some types of installation work can earn incentives.
Types of Assistance Partners
- Outreach Partners (OPs) share program information, answer simple questions, and help residents find program resources.
- Technology Partners (TPs) provide access to computers, internet or Wi‑Fi, printers, or scanners. This helps residents complete online forms.
- Application Assistance Partners (APs) give hands‑on help with applications and submitting forms.
Types of Project Partners
Project Partners guide customers through energy‑saving home improvements from start to finish.
Approved Project Managers (APMs) manage the entire home energy project. They work with customers and contractors and make sure the work meets program standards. APMs must submit required licenses and certifications as part of the application.
- APMs are responsible for:
- Scheduling energy assessments and installations
- Working with approved contractors
- Requesting rebates through the Save Energy Minnesota portal
- Paying the rebate upfront and getting reimbursed
- Making sure all work meets quality standards
- Uploading required documents
Approved Project Coordinator (APC) help customers through each project step. They work with approved contractors and confirm that installations meet program rules.
Proposed Project Partner Incentives
Project partner incentives are waiting for approval from the U.S. Department of Energy (DOE). If approved, Project Partners may earn incentives for certain types of installation work. Incentives can be combined, up to the limits listed below.

* A “substantial installation” must include a heat pump for heating or cooling, or a heat pump water heater.
Incentive Limits
- Five-county metro area (Anoka, Dakota, Hennepin, Ramsey, and Washington):
- Up to $250 per dwelling
- Up to $5,000 per multi-family building
- Outside the five-county metro area:
- Up to $500 per dwelling
- Up to $10,000 per multi-family building
How to Become a Program Partner
To become a Save Energy Minnesota Partner, submit a Partner Interest Form. The Save Energy Minnesota team will review your form and contact you when the program launches.
Next steps include:
- Completing a partner application
- Submitting required licenses and insurance (for APMs and APCs)
- Completing program training. After completing program training, all Program Partners receive free tools and materials.
Once approved and trained, partners can offer Save Energy Minnesota resources to customers.
