Overview
The Home Efficiency Rebate program (HOMES) will provide rebates for whole-home energy saving improvements. An energy assessment and household income will determine the rebate amount and eligible projects. Existing single-family homes and multifamily buildings will be eligible. New construction buildings are not eligible for the HOMES rebate.
Home Energy Assessments
You will need an energy assessment before upgrades are installed. This must be done by a qualified contractor. The assessment must use a calibrated energy model consistent with BPI-2400 standards. Upgrades resulting in an estimated energy savings of 20% or more will qualify for rebates.

Rebate Eligibility and Amounts
Minnesota’s HOMES program will prioritize home weatherization upgrades.
Eligible Upgrades
- Air sealing
- Insulation
- Duct sealing
- All general low-cost weatherization strategies (weatherstripping, caulking, sealing window and door trim, etc.)
- ENERGY STAR® certified doors, windows, storm windows, and skylights
- LED light bulbs and lighting fixtures, faucet aerators, and low-flow water fixtures, and ENERGY STAR® qualified thermostats, where applicable

A homeowner can access rebates through the Home Efficiency Rebate Program if a project was initiated on or after August 16, 2022, only if the project fulfills all Department of Energy (DOE) and state program requirements. Given the unique requirements of the Home Efficiency Rebate Program and the general complexity of whole-home retrofit projects, we cannot guarantee which projects will be eligible for rebates before programs are operational. Details on program requirements, like approved contractor lists, are not yet available.
