The MN Board of Pharmacy Opiate Product Registration Fee reporting website opens January 1, 2027 to report transactions occurring during the 2026 calendar year. Failing to report by March 1, 2027 will be subject to an administrative penalty of $500 per day late as defined by Minnesota Statute §151.066.

Manufacturer and Wholesaler Reporting

A Minnesota Board of Pharmacy-issued manufacturer license is a six-digit number. A Minnesota Board of Pharmacy-issued wholesaler license.

Manufacturers and Wholesalers have four ways to satisfy the reporting requirement:
Possess an approved Exemption from Reporting on file with the Board of Pharmacy:
- Eligible if your facility does not have a DEA number, is not a virtual category license type and DOES NOT sell, deliver, or distribute any opiate within or into the State of Minnesota. If your facility has an exemption on file but is no longer eligible, you must notify the Board at opiateproductregistrationfee@state.mn.us and complete the appropriate option below.
- Exemptions do not require annual renewal. However, if your facility is issued a new MN License Number, you must reapply for an exemption.
Submit a Zero Report:
- If your facility has a DEA number but DID NOT sell, deliver, or distribute any opiate within or into the State of Minnesota during the previous calendar year, a ZERO REPORT must be submitted in ARCOS format, by March 1st of each year, as applicable.
- Clearinghouse submission: Recommended for non-virtual entities, as it allows for completion of the full annual zero report through the clearinghouse website.

Submit a Zero Report for VIRTUAL Non-DEA Registrants:
- If your facility is a virtual manufacturer or wholesaler and either did not have any opiates distributed on your behalf or has coordinated with your third-party logistics provider(s) to report on your behalf.
  - Information necessary to report by a MN License Number includes: MN License Number, Fed Tax ID, 3PL MN License number(s), contact information.
Submit a Transaction Report:
- If your facility sold, delivered, or distributed any opiate within or into the State of Minnesota during the previous calendar year, the qualifying transactions must be submitted to Clearinghouse the OPRF Data Upload site in ARCOS format, by March 1st of each year, as applicable.

If your facility is registered with the FDA as an outsourcing facility (503b):

The facility must report opiate distributions to the Board as defined by Minnesota Statute §151.066.
FDA-registered outsourcing facilities are required to complete both of the following:
1. Report Opiate Distributions
All qualifying opiate distributions within or into Minnesota must be reported through the OPR Clearinghouse website.

2. Submit a product list to OPRF staff
Outsourcing facilities must also email staff an excel spreadsheet of opiates that lists the opiates produced by the facility for validation purposes.
The excel spreadsheet must include the following:
- Unique identifier for product, unique identifier product name- including strength and dosage form, and package description
- Ensure the active ingredient and active ingredient information is captured in the excel to the Board
- Send this information to OpiateProductRegistrationFee@state.mn.us
Note: It is the outsourcing facility's responsibility to ensure the Board is in receipt of the facility's current list of compounded opiates.
Third-Party Logistic Providers

Minnesota Statute §151.066 subd. 2 was amended in 2024 to read:

(c) Beginning March 1, 2025, and by March 1 of each year thereafter, each third-party logistics provider must report to the board any delivery or distribution of an opiate into this state, to the extent that those deliveries and distributions are not otherwise reported to the board by a licensed wholesaler or manufacturer. Reporting must be in the manner and format specified by the board for deliveries and distributions that occurred during the previous calendar year.

It is important for 3PLs to coordinate with the manufacturers and wholesalers whose product they distribute to ensure the complete and accurate reporting of opiate distributions.
- Step 1
  - Submit an ARCOS file containing the transactions on the OPR Clearinghouse website.
  - You will need to create an account if you do not already have one.
- Step 2
  - Notify the Board which entities you reported on behalf of via this form.
Note: all qualifying transactions MUST be reported.
Pharmacies Overview

Each owner of a pharmacy with at least one location within Minnesota must report to the board any intracompany delivery or distribution into this state of any opiate to the extent that those deliveries and distributions are not reported to the board by a licensed wholesaler owned by, under contract to, or otherwise operating on behalf of the owner of the pharmacy. Reports must be in the format specified by the board, for the previous calendar year, must include the name of the manufacturer or wholesaler from which the pharmacy ultimately purchased the opiate and the amount and date that the purchase occurred.
