Insulin Manufacturer Registration Fee Eliminated
The Minnesota Legislature repealed the annual Insulin Manufacturer Registration Fee during the 2026 legislative session.
As a result, insulin manufacturers are no longer required to:
- Pay the annual $100,000 registration fee;
- Submit an exemption certification or waiver request; or
- Take any other action related to a future assessment of this fee.
The Board of Pharmacy will not issue the previously scheduled November 1, 2026, assessment notices for insulin sales occurring during calendar year 2025. No registration fee payment will be due March 1, 2027.
The repeal of the registration fee does not eliminate or otherwise change an insulin manufacturer's responsibilities under the Minnesota Insulin Safety Net Program.
