Local Energy Efficiency Program (LEEP) reports are contained in a separate list.

Market Potential for Saving Energy and Carbon Emissions with Load Shifting Measures Results from CARD-funded study which quantifies the Minnesota-specific economic, energy, and emissions impacts of measures that shift load with or without saving energy. The research goal of the research was to identify how these measures may fit within the state’s energy efficiency program, and it modeled multiple measures in a variety of future planning scenarios that include higher penetrations of renewable generation.
