Annual Compliance Report

Every year, companies with Workforce Certificates must submit an Annual Compliance Report. 

These reports require companies to report on their efforts to maintain a workplace free from discrimination under the Minnesota Human Rights Act over the past year.

Due date

Annual Compliance Reports are due on or before the date of when the Minnesota Department of Human Rights approved a company's Workforce Certificate. 

  • Example: Company ABC's Workforce Certificate was approved on June 15. Company ABC's reports are due on or before June 15 for the next four years.

After July 1, 2025: certificate approved 

Companies with Workforce Certificates approved after July 1, 2025, can use data from up to three months prior to their certification approval date. 

The data must encompass a full calendar year and does not have to match the company's certificate approval date for the start and end dates of their data for each of their reports. You must use the same reporting dates for all 4 annual reports” to this section.

  • Example: Company ABC's Workforce Certificate was approved on August 15, 2025. Company ABC can use data beginning between May 1, 2024 and August 15, 2024 for their data anaylsis.

Complete the Annual Compliance Report 

There are two parts of the Annual Compliance Report that companies must complete.

Part 1

Your company will provide an update on its Compliance Plan, Equal Opportunity Policy Statement, and good faith efforts.

Complete the Year in Review

Part 2

Your company will provide an update on its workforce data over the past year. Before submitting, if you are exporting the Part 2 report into a PDF, please make sure all pages of the data analysis are converted to ensure all the data you entered is properly saved.

Complete the Data Anaylsis 

As part of the annual report, companies will need Census data. Go to the Census Tab on the Apply for a Workforce Certificate page to download data for your local area and state.

Failure to complete

The Annual Compliance Report is required by Minnesota Rule 5000.3580

Failure to report may result in suspension of your company’s Workforce Certificate, which may result in cancellation or termination of contracts your company has with government agencies, metropolitan agencies, and the University of Minnesota.
