Who the Board Regulates; Professions and Credentials Issued
The Board of Executives for Long-Term Services and Supports provides public safety oversight for three licensure types:
Licensed Health Service Executive (LHSE)
Licensed Health Service Executive (LHSE) the highest advanced practice credential allowing an individual to be the administrator/director of Skilled Nursing Facilities (SNF) Assisted Living (AL) and Home and Community Based Services (HCBS). This is the nationally (National Association of Boards, NAB) validated credential, licensed by the state, demonstrating the broadest knowledge base and expectations for all leadership in long-term services and supports. In Minnesota, this single LHSE license meets both LNHA and LALD minimum education, field training experience, and examination requirements. The single individual license may be used at a combined SNF and AL campus.
Successful Applicants will complete:
- College Degree in LTC Administration from a NAB Accredited Program
- Field Experience of 1000 hours from a NAB Accredited Program
- NAB Examinations
- Core, NHA Line of Service, RCAL Line of Service and HCBS Line of Service
- MN State HSE Examination
- Other application minimums: including but not limited to, Criminal Background Checks etc.
- Interested candidates for the Health Services Executive qualification must first register and apply for the HSE through NABVerify at www.nabweb.org and be NAB HSE qualified prior to applying to your state board for licensure. State boards accept the validated HSE qualification and issue the license. Upon NAB approval, the HSE applicant will be approved by NAB to take the required Line of Service Examination(s) to achieve the HSE qualification. Upon receiving NAB verification of an approved HSE, you may apply directly to your state board for licensure and NAB will transfer your HSE file to your state licensure board or agency. Licensed Nursing Home Administrators (LNHA)
Licensed Nursing Home Administrators; (LNHA). The LNHA is a requirement from the Centers for Medicare and Medicaid (CMS) for all skilled nursing homes. This is a national mandate with licensing standards established by the state. A LNHA is required to be the Administrator of Record for each Minnesota skilled nursing facility, many times referred to as a SNF.
Successful Applicants will complete:
- College Degree in LTC Administration from a Minnesota or NAB accredited program (Education Pathway) OR evidence that courses previously completed meet the core course requirement for the eight required elements, (Experience Pathway).
- Field Experience of 1000 hours (or a reduction of practicum hours based on prior LTC employment)
- NAB Examinations
- o Core, NHA Line of Service
- MN State NHA Examination
- Other application minimums: including but not limited to, Criminal Background Checks etc.

Licensed Assisted Living Director (LALD)
Licensed Assisted Living Director; (LALD) This is a state of Minnesota specific license standard. This credential is a minimum for the Director of Record for each Minnesota licensed assisted living facility, as licensed with the Minnesota Department of Health. This credential is exclusive to Assisted Living in Minnesota and must be posted in every Minnesota Assisted Living community. Assisted Living is generally regulated by the state and not at a national level.
Successful Applicants will complete:
- Minimum Education combined with LTC experience. See Minn Rule 6400.7005.
- 120 Hour Course maximum or 80 hours core and 40 hours Minnesota specific.
- Field Experience of 1000 hours (or a reduction of practicum hours based on prior LTC employment)
- NAB Examinations
- MN State AL Examination
- Other application minimums: including but not limited to, Criminal Background Checks etc.
