How Board Appointments Work

The public, members of the regulated professions, Board staff, professional associations and organizations, the Board members of the Executives for Long-Term Services and Supports, academic programs in Higher Educational Institutions, national board (NAB), elder voice advocates, representatives of the Office of the Attorney General, and Office of Administrative Hearings, Legal Counsel for Applicants and Licensees, Governor and Governor’s Staff, Legislators and Legislative Staff, other state, federal and national entities.

As a state agency, the Board of Executives for Long Term Services & Supports mission and primary responsibility is to protect the public by regulating the practice of the administrator or director of record, through ensuring that all persons licensed meet a minimum set of entry level educational and training standards, and are qualified, professional, ethical, and accountable. The Board also investigates and resolves complaints against administrators and directors.

Board members serve the critical role in setting and enforcing entry level and continued competency standards. The Board holds quarterly full board open meetings relying on various standing committee meetings between board meetings. All committee meetings are reported back to the full board. Board members are eligible to receive the current $75.00 per diem for their service and are reimbursed for their direct travel, accommodation, and meal expenses in accordance with state reimbursement schedules.

Board Member Appointment Process

Minnesota citizens interested in serving on the Board must apply through the Secretary of State and are appointed by the Governor to four-year terms. Board member vacancies occur yearly. The Governor appoints all members with the open appointment cycle beginning with the announcement of openings in November of each year. All board terms are four years with no official limit of terms. If multiple candidates are filing, typically two terms are the maximum served. The board has positions representing various roles delineated in the original statute such as administrators, directors, nurses, MDs and public members. By federal requirement, most of the board members cannot be a licensed nursing home administrator.

Application for Board Member Appointment-Procedure:

In accordance with the Minnesota Open Appointments Law, the Secretary of State acts as an administrator in publishing vacancies every November, receiving applications, and recording appointments. Applications must be obtained from and submitted to the Office of the Secretary of State. Please submit your application as soon as possible to be assured full consideration by the appointing authority. Applications will be accepted until all appointments are made by the Governor.

The Governors Appointment Secretary receives the applications and works directly with the Governor to make all appointments. This process can take a few months with all appointments generally made by June of the open term. The Appointment Secretary may directly contact the applicant for an interview or follow up information to share with the Governor.
