The HSE is the highest licensing credential awarded for senior living leaders and designed to facilitate cross-jurisdictional licensure mobility and multiple lines of service. The HSE qualification will be awarded to long-term care professionals who have demonstrated through a combination of education, experience, and examination the entry-level competencies to meet licensure requirements in all three lines of service (NHA, RC/AL, and HCBS).
Minnesota is the second state to establish an HSE license in 2019; Nevada inaugurated its HSE licensure in 2018 and Ohio recognizes the HSE licensure as a separate single license serving skilled care, assisted living, and home and community-based services. In Minnesota, the HSE license meets two separate licenses to practice as a nursing home administrator and assisted living director. States that adopt the NAB HSE qualification will recognize candidates as meeting their state specific licensure requirements. Please note: some states offer a HSE license, such as Minnesota and other states the HSE qualification meet the licensure requirements of an NHA.
One single campus with one Nursing Home and one Assisted Living under a single HSE license.
One single campus with a nursing home and assisted Living facility on same campus, and an additional assisted living with different HFIDs on the same campus, or on a different campus with a different HFID, an additional shared license is required.
If more than one Nursing Home on a different campus, a shared license is required.
If more than one Assisted Living on a different campus, a shared license is required.
HSE:An LHSE allows a single individual professional license issued by the board to operate a campus of SNF with an assisted living facility using the definition as found in 144G.08. An LHSE may be shared with other licensed communities, but a shared license for a separate campus must be applied for and issued by the BELTSS.
NHA: An LNHA is required for each SNF/Title 18/19 facility licensed by MDH. An LNHA may be shared with two skilled communities, but a shared license is required for the second site. A LNHA may only oversee an unrelated AL, if they hold a LALD license. The LNHA is required for the SNF portion of your operations and one LNHA is required to be the Administrator of Record. A graduate from a NAB or Minnesota approved NHA program and licensed LNHA is validated as meeting the education and experience entry to practice minimums but must apply for a separate assisted living director license.
ALD:A LALD is required for each Assisted Living licensed by MDH. A LALD is required for the MN AL services and a Director of Record must be identified as the lead person for a Licensed Minnesota Assisted Living Facility. A LALD is required to be identified as that lead person for the AL. A LALD is only for the Assisted Living line of service. A single LALD may be used for an Assisted Living Facility Campus as defined in 144G.08. A LALD may be shared. One License for each facility is required.
