The Minnesota Department of Human Rights and the City of Minneapolis (City) reopened the application for teams interested in serving as the Independent Evaluator to monitor both the state court enforceable agreement and an anticipated federal agreement.
The application was initially opened before the U.S. Department of Justice announced their findings and agreed to negotiate a federal court enforceable agreement with a monitor.
The updated application includes requirements to ensure the monitoring team has the necessary qualifications to address both the state and federal findings. This includes race-based policing, issues related to First Amendment protected speech, and discrimination against people with behavioral health disabilities.
The team will play an important role in holding the City and Minneapolis Police Department (MPD) accountable to court-enforced changes by supporting the City and MPD, monitoring their progress, engaging with community members and police officers, and providing regular, public reports.
