Education
As the fastest growing, and one of the youngest, demographic groups in the state, Minnesota’s economic competitiveness and socioeconomic outcomes depend in part on Latinos’ educational attainment. Progress has been made in closing the achievement and opportunity gaps that disproportionately impact Latinos, but much work remains to further narrow them.
- Increase Teachers of Color Act of 2020 (ITCA of 2020): Support coalition efforts to ensure passage of policy amendments that were not included in the final Education and Higher Education omnibus bills of 2019. The bill amendments continue to promote system change to help close opportunity and achievement gaps by strengthening existing programs and proposing new efforts to attract, prepare, and retain an increased percentage of teachers of color and American Indian Teachers. Provisions also seek to establish a state goal and biennial accountability report.
- Addressing needs of new K-12 families: Advise the Minnesota Department of Education on the creation and funding of new positions, through the schools’ Achievement and Integration funding, to address the needs of new Latino families being relocated to Minnesota.
- Academic Data Disaggregation: Support efforts on data disaggregation for improved targeting of resources by better capturing the academic progress and needs of each unique heritage group amongst Latino Minnesotans.
Educación
- Ley de Incremento de Maestros de Color de 2020 (ITCA de 2020): Apoyar los esfuerzos de la coalición para asegurar que se aprueben las enmiendas de políticas que no fueron incluidas en los proyectos de ley finales de Educación y Educación Superior de 2019. Esta iniciativa de ley continúa promoviendo cambios en el sistema para cerrar las brechas educativas reforzando programas existentes y proponiendo nuevos esfuerzos para atraer, preparar y retener un mayor porcentaje de maestros de color y Nativo Americanos. Algunas provisiones también buscan establecer una meta estatal y un reporte bienal de rendición de cuentas.
- Necesidades de nuevas familias en K-12: Aconsejar al Departamento de Educación de Minnesota sobre la creación y financiamiento de nuevos puestos, a través del fondo de Logros e Integración en las escuelas, para tomar en consideración las necesidades de las nuevas familias Latinas reubicadas en Minnesota.
- Desagregación de datos académicos: Apoyar los esfuerzos en la desagregación de datos para mejorar la focalización de los recursos en los estudiantes más desatendidos, especialmente entre comunidades diversas de alumnos(a) Latinos(as).

Economic Development
Minnesota Latinos have the highest labor force participation rate in the state. However, this success in the workforce has not yet translated to higher incomes or economic stability. The Council supports economic policies that narrow economic achievement gaps while also fostering a climate that encourages entrepreneurialism and small business development.
- Regenerative Agriculture: Co-lead efforts for new Regenerative Agriculture initiatives that promote workforce development, more sustainable agricultural practices, and better opportunities for minority farmers. Additionally, support passing a resolution where the state legislature recognizes Regenerative Agriculture as an innovative practice of agriculture.
- Consumer Protection: Strengthen policies that protect Latino consumers from irresponsible practices that prey on underrepresented and vulnerable Minnesotans.
- Workforce Development: In partnership with the Department of Employment and Economic Development, ensure that Latinos seeking to join the labor workforce have access to state programs such as Career Force and Apprenticeship opportunities, among others, that can enhance their path to success.
- Post-Conviction Relief (PCR): Criminal records hinder potential job opportunities for individuals looking at providing a meaningful life to their families, affecting people of color disproportionally. The Council will work alongside the PCR Coalition to pass legislation that allows applicable Minnesotans to appeal and obtain relief from wrongful and unconstitutional convictions past the current two-year deadline.
Desarrollo Económico
- Agricultura regenerativa: Co-liderar los esfuerzos para nuevas iniciativas de agricultura regenerativa que promuevan el desarrollo de la fuerza laboral, prácticas agrícolas más sustentables y mejores oportunidades para los agricultores minoritarios. Además, apoyar la aprobación de una resolución donde la legislatura estatal reconozca la agricultura regenerativa como una práctica innovadora de la agricultura.
- Protección al consumidor: Fortalecer las políticas que protegen a los consumidores latinos de las prácticas irresponsables que se aprovechan de los habitantes de Minnesota menos representados y vulnerables.
- Desarrollo de la fuerza laboral: En asociación con el Departamento de Empleo y Desarrollo Económico, asegurar que los Latinos que buscan unirse a la fuerza laboral, tengan acceso a programas estatales como la Fuerza de Carreras y Oportunidades de Aprendizaje, entre otros, que puedan mejorar su camino hacia el éxito.
- Alivio posterior a la condena (PCR): Los antecedentes penales obstaculizan la posibilidad de oportunidades laborales para las personas que buscan proporcionar una vida significativa a sus familias, afectando a las personas de color de manera desproporcional. El Consejo trabajará junto con la coalición de PCR para aprobar una legislación que permita a los residentes de Minnesota apelar y obtener alivio de condenas injustas e inconstitucionales más allá de la fecha límite actual de dos años.

Taxes
- Individual Taxpayer Identification Number (ITIN): A significant percentage of Latinos contribute nearly $200 million in state and local taxes. The Council seeks to ensure that state revenue programs are accessible to all taxpayers and will lead efforts for innovative policy changes related to the use of ITINs to increase the equitable participation and benefits of taxpayers.
- Veterans: Ensure that Latino Veterans have access to all applicable tax benefits in Minnesota.
Impuestos
- Número de identificación de contribuyente individual (ITIN): Un porcentaje significativo de Latinos contribuye con casi $ 200 millones en impuestos estatales y locales. Health
A social determinant of well being and a healthy life is to have equitable access to affordable insurance and health services. The high percentage of uninsured Latinos in the state require protecting sources of payment for primary care services by safety-net providers and information about potential eligibility to access health insurance. Prevention is also key for the community’s wellbeing.
- Spoken Language Health Care Interpreters – Registry System: MCLA will continue supporting a new Registry System for Spoken Language Health Care Interpreters to replace the current roster at MDH (HF1400/SF875). The bill creates a statewide baseline with minimum interpreting requirements to secure quality interpretation, reduce health disparities, guarantee optimal health outcomes and patients’ safety for Limited English Proficiency communities. The Registry would include three interpreting categories acknowledging levels of skills and competencies.
Salud
- Traductores para Centros de Atención Médica – Sistema de Registro. MCLA continuará apoyando un nuevo sistema de registro de traductores para centros de atención médica que remplace el actual listado en MDH (HF1400/SF875). Este proyecto de ley crea una línea de base con requerimientos mínimos para asegurar una traducción de calidad, reducir disparidades en la salud, garantizar resultados de salud óptimos y seguridad para pacientes cuyo idioma materno no es el inglés. El Registro incluiría tres categorías de intérpretes reconociendo sus habilidades y competencias.

Immigration
Immigration policy is one of the top priorities for Latino Minnesotans. The Council understands that much of immigration policy constitutionally comes from the federal government. Nevertheless, the Council will strongly support state level immigration policies that are humane, nondiscriminatory, and consistent with America’s longstanding values of inclusion.
- The Council acknowledges that much of immigration policy comes from the federal government but impacts local communities. The Council will support humane and non-discriminatory immigration policies that seek to properly integrate New Americans to Minnesota consistent with the state’s values of inclusion, entrepreneurship, and innovation. The Council will support protecting DACA holders, a recent court decision prohibiting extending the requirements deemed as “public charge”, and favor laws that help families remain united.

- El Consejo reconoce que muchas de las políticas migratorias son federales pero impactan a las comunidades locales. La posición del Consejo ha sido apoyar legislación y políticas que sean humanas, que no sean discriminatorias y que busquen integrar a Nuevos Americanos en Minnesota, consistente con los valores de inclusión, emprendimiento, innovación y reunificación familiar a la vez que valore sus contribuciones.
