The Collaborative Plan is a network of schools, agencies, and organizations that work together to create lasting, positive change. The goal is to improve education, language, and career outcomes for students who are deaf, deafblind, or hard of hearing.
Every five years, key stakeholders gather input and set goals for the next five years. We’re excited to share the updated Collaborative Plan 2025 (PDF), which outlines our shared priorities and strategies.
This plan will guide our work from 2025 through 2030.
Families and professionals from across Minnesota shared their insights through workgroup meetings, interviews, focus groups, conference sessions, and a planning summit. This report brings together their stories, feedback, and recommendations.

The Collaborative Plan workgroups will now begin developing detailed action plans for each priority area. These plans will outline the steps to be taken, who is responsible, and the timeline for each action.
