Michelle Harker  
Public Board Member  (President) 

Michelle Harker, of Apple Valley, has previous experience serving as a public member on the Board of Nursing from 2007 - 2011. She earned a Bachelor of Science Business and Communications degree at the University of Wisconsin-Superior and has taught at Cathedral Junior High School, Wisconsin Indianhead Technical College, and Dakota County Technical College. Ms. Harker has also held positions at Hamline University School of Law as a Law School Admissions Office Coordinator/Counselor, Co-Director of Admissions, Director of Alumni and External Relations, Director of Registration Services, and Assistant Dean of Programs. Ms. Harker was appointed by Governor Dayton in 2014 as a public board member to fulfill the unexpired term and was reappointed in 2015. Her term will expire in 2023.

Becky Gladis, LPN
Licensed Practical Nurse Board Member (Vice President)
Becky Gladis, of Chatfield, is a licensed practical nurse in a pain clinic. She has previous experience in dermatology surgery, outpatient care, acute care, long term care, surgery and emergency room nursing. Ms. Gladis has a Practical Nursing degree from Minnesota West Community and Technical College in Pipestone, Minnesota. She was appointed by Governor Dayton in 2015 as a licensed practical nurse member and her term expires in 2023.

Public Board Member (Secretary)
Laurie Warner, of North Branch is a public board member. She has been an active community volunteer for many organizations including the North Branch Planning Commission, North Branch Area Public Schools Facilities Study Group, North Branch ACT on Alzheimer's, Chisago County Labor Assembly and the State Apprenticeship Advisory Board. She was appointed by Governor Dayton in 2017 as a public board member and her term will expire in 2021.

Julie Frederick, DBA, MBA, BSN, RN
Registered Nurse Board Member
Julie Frederick, of Mankato, is an assistant professor in nursing education. Her nursing and business experience include labor and delivery; nurse manager; director of nursing; healthcare consulting in acuity; Director Clinical Solutions at Allscipts in Atlanta GA, with a focus in electronic bar-code medication delivery systems; and working with universities and colleges in designing and implementing healthcare educational programs. Dr. Frederick has a Bachelor of Science in Nursing from Minnesota State University in Mankato, a Masters of Business Administration - Healthcare from Cardinal Stritch University in Milwaukee, WI, and a Doctor of Business Administration Healthcare from Walden University in Minneapolis. She was appointed by Governor Dayton in 2017 as a registered nurse member with experience in baccalaureate nursing education, and her term will expires in 2021.

Sakeena Futrell-Carter, DNP, APRN
Registered Nurse Board Member
Sakeena Futrell-Carter, of Saint Paul, practices as a certified nurse practitioner in women's health. Dr. Futrell-Carter's previous work experience includes labor and delivery and maternal child health. Additionally, she has worked as a public health nurse. Her educational background includes a Bachelor of Science in Nursing from the University of St. Catherine and a Doctorate in Nursing Practice from the University of Minnesota. Dr. Futrell-Carter was appointed by Governor Dayton in 2016 as a registered nurse member with experience as an advanced practice registered nurse, and her term will expire in 2024.

Rhonda Johnson, LPN
Licensed Practical Nurse Board Member
Rhonda Johnson of Tyler, works as a family practice clinic nurse. Her experience includes hospital acute inpatient care, surgery, emergency room, home-care, hospice, obstetrics, pediatrics, and geriatric nursing care. She has previous public service as a school board member. Ms. Johnson earned her Practical Nursing degree from Minnesota West Community and Technical College in Pipestone, Minnesota. She was appointed by Governor Tim Walz in 2020, and her term expires January 1, 2024.

Robert Muster, PhD, RN
Registered Nurse Board Member
Robert Muster, of Minnetonka, is an associate vice president of academic and student affairs and academic dean. His previous positions included Midwest Regional Dean of Nursing at Rasmussen College; Dean of Nursing, Counseling and Allied Health at Minneapolis Community and Technical College; Nursing faculty at North Hennepin Community College; and Director of Practical Nursing/Faculty at Anoka-Hennepin Technical College. His educational background includes a Bachelor of Science in Nursing degree (Bemidji State University); a Master of Science in Nursing Education (University of Minnesota); and a PhD in Nursing (University of Minnesota). Dr. Muster was appointed by Governor Dayton in 2015 as a registered nurse member with experience in associate degree nursing education, and his term expires in 2023.

Rui Pina, RN
Registered Nurse Board Member
Rui Pina, of Farmington, works as a cardiovascular lab staff nurse. His previous experience includes staff nursing positions serving diverse needs for pediatric, adult and geriatric patients. Mr. Pina earned his Associate degree in Nursing from St. Mary's College in Minneapolis. He was appointed by Governor Dayton in June 2017 as a registered nurse board member and his term will expire in 2023.
