Proposed Rulemaking: Licensed Veterinary Technician Requirements and Scope of Practice 


The Minnesota Board of Veterinary Medicine is proposing rules related to Licensed Veterinary Technicians (LVTs). The Board invites public review and comment on the proposed rule language and supporting documents. 

The public comment period will open on Monday, June 29 at 8:00 AM and will be open for 30 days. Comments may be submitted through the eComments website: https://minnesotaoah.granicusideas.com/discussions 

Summary of Proposed Rules: 

• Establish licensure requirements for LVTs 

• Define scope of practice and supervision levels (direct, indirect, and remote) 

• Provide grandfathering provisions for experienced veterinary technicians

These materials will guide stakeholders through the proposed changes and their rationale. 

Stakeholder Participation 

The Board welcomes comments from veterinarians, veterinary technicians, veterinary clinics and hospitals, training programs, professional associations, shelters, industry partners, and all other interested members of the public. A public hearing with an administrative law judge will be held if the Board receives 25 or more comments for amendments.  If there are fewer than 25 comments, the Rules will be adopted.
