Compliance testing requirements for products that will be sold in a vape cartridge

The Minnesota Office of Cannabis Management (OCM) is updating the required product testing flow for product sold in a vape cartridge.

The CTA requires the same lab testing to be performed on product in vape cartridges as for manufactured final products. Because the concentrates used to fill vape cartridges are sometimes unchanged between the initial extract and filling the vape cartridge, OCM will accept single-point testing of the product within the filled vape cartridge. Under this updated testing requirement, no testing is required for concentrate solutions before filling the vape, and all contaminants and potency must be evaluated for the products in the filled vape cartridges.
In Metrc, products that are packaged into individual cartridges for vaporized inhalation should be given the item category CANNABIS VAPE CARTRIDGE or HEMP VAPE CARTRIDGE. The appropriate lab test batches that should be selected for compliance testing are either: Non-Solvent Concentrate/Extract for Inhalation or Solvent Based Concentrate/Extract for Inhalation, depending on the nature of the concentrate. Each product must also be evaluated for stability in the packaged cartridge.
Note: Homogeneity testing is not required but is recommended to demonstrate good manufacturing processes for the vape production.

For each batch compliance analysis, the minimum lab sample size must be provided to the testing facility for analysis. For vape testing batches, the solution may be distributed across a number of cartridges, as long as the contained solution is 22 g or more. For example, if the vape is 0.5 g/cartridge, 44 cartridges would be sent to the lab for analysis.
For each stability timepoint, the lab sample size of contained solution should be no less than 7 g (which can be distributed across a number of vape cartridges). For each recommended homogeneity test, the lab sample size is no less than 10 units.
Note: The total amount submitted to the lab may be less than the sum of the amount for the individual tests so long as the minimum compliance sample test amount is submitted and the testing facility has sufficient sample for the required testing.
This change is effective May 1, 2026, and will be incorporated into the CTA when it is next revised.
