General Licensing Process

OCM is accepting business license applications for lower-potency hemp edible retailers, lower-potency hemp edible manufacturers, and lower-potency hemp edible wholesalers through Oct. 31 at noon CDT. OCM is also accepting applications for cannabis event organizer licenses and cannabis testing facility licenses.

Please note that the office is not issuing social equity classified licenses for hemp businesses. While you have the ability to make that selection in the application system, that selection will not result in the specific social equity license. If you select Yes when asked "Are you applying as a social equity applicant?" a system requirement to upload documentation of verification will be created. It is strongly recommended that you do not select Yes on the social equity question, as that will complicate the application process.

For LPHE retailer applicants: If you have more than one site, OCM will invoice you for additional site application fees at a later date after submitting your application and paying your preliminary fees. Unlike other license types, LPHE retail license application fees are per site.

About General Licensing

During the license cycle that closed on March 16, 2025, OCM accepted applications both from verified social equity applicants and from any applicant seeking to participate in general licensing in the following license types: microbusiness, mezzobusiness, cultivator, manufacturer, retailer (including municipal retailers), wholesaler, transporter, testing facility, delivery service, and medical cannabis combination business.

Applications for cannabis event organizer licenses and cannabis testing facility licenses are being accepted and will be reviewed on an ongoing, rolling basis.

Applications for lower-potency hemp edible manufacturer, lower-potency hemp edible retailer, and lower-potency hemp edible wholesaler licenses are being accepted through October 31, 2025, at noon CDT.
