Petitions Process for Adding Medical Delivery Methods

The Office of Cannabis Management (OCM) accepts petitions from the public every year to add a delivery method (the form in which a medication is taken) to the list of allowable products available to patients in Minnesota’s medical cannabis program. The window for accepting petitions was June 1 through July 31. 

Three petitions were considered for 2024 (click on the link to review each petition):

Approved delivery methods

  • Combustion with use of dried raw cannabis
  • Liquid, including but not limited to oil
  • Pill
  • Vaporized delivery method with use of liquid or oil 
  • Topical formulation 
  • Water soluble cannabinoid multiparticulate, including granules, powder, and sprinkles 
  • Orally dissolvable product, including lozenges, gum, mints, buccal tablets, and sublingual tablets 
  • Edible products in the form of gummies & chews

Legislative changes to the petitions process 

Previously, petitions were accepted from the public for medical cannabis delivery methods and qualifying medical conditions. As a result of legislation signed into law in May 2024, OCM will not accept petitions for adding qualified medical conditions effective July 1, 2024. OCM will continue accepting petitions for adding delivery methods as outlined above.
