Overview

This guidance memo provides a definition for a new Metrc item category and defines the use and limitations of products in this category.

• The item category of kief will be renamed to kief concentrate, and a new item category of kief flower will be added. A bulk and packaged version of each item category will be available. This memo defines each.
• This memo defines the applicable use and limitations of the kief flower item category.

Background

Kief is currently defined in rule and the /ocm/assets/OCM_Cannabis_Technical_Authority_v2.0_tcm1202-678506.pdfCannabis Technical Authority (CTA) as a concentrate. However, cannabis harvesting practices can generate kief as a natural byproduct of plant processing and previously, licensed cultivators had no way of designating the kief produced from a harvest with an appropriate item category in Metrc.

Guidance

OCM has added a new Metrc item category: kief flower (bulk or packaged) and has changed the name of the existing kief category to kief concentrate (bulk or packaged).

Definitions

• Kief flower is the granular excess plant and loose trichomes resulting from the mechanical processing of dried cured cannabis flower or plants representing one strain of flower and one harvest event.
• Kief concentrate is the granular excess plant material and loose trichomes resulting from the grinding, sifting, or other manufacturing of dried cured cannabis flower or plants representing multiple strains of flower or multiple harvest events.

Uses

Kief flower:

• Is considered a flower product
• Can be designated as an output of a cannabis harvesting event
• Can be packaged and sold after compliance testing as a raw plant material
• Can be sold to a manufacturer for further processing without testing, similar to bulk flower
• Cannot be combined by a cultivator with other kief flower packages
• Can be combined by a manufacturer with other kief flower packages to create kief concentrate

Kief concentrate:

• Is considered a concentrate product
• Can be created by combining multiple kief flower packages
• Can be packaged and sold after compliance testing as a concentrate product
• Cannot be an output of a cannabis harvesting event

Other changes

The CTA will be updated to include kief flower during the next revision.

Metrc guidance

Flower

Cultivators will have access to two new item categories called KIEF FLOWER (BULK) and KIEF FLOWER (PACKAGED). These item categories will have the type ShakeTrim and will require a strain to be included. Packages with this item will need to be created from a harvest batch and cannot be mixed with another strain.

As a flower product, packages with this item will not need to be tested prior to being sent to a manufacturer for additional processing but must pass all compliance testing before being sold for retail sales.

Concentrate

Manufacturers will have access to two new item categories called KIEF CONCENTRATE (BULK) and KIEF CONCENTRATE (PACKAGED). These item categories will have the type Concentrate. There is no strain requirement for items from these categories and can be a mix of multiple strains.

Packages with this item will need to be created from a processing job batch and recorded as a manufacturing process. As a concentrate product, packages with this item require testing prior to further processing or before being sold for retail sales.
