Effective January 1, 2026, Minnesota Medical Assistance and MinnesotaCare will no longer cover chiropractic care for adults aged 21 and older. This change was made by the Minnesota Legislature during the 2025-2026 legislative session.

Please note that the Minnesota Board of Chiropractic Examiners does not oversee or regulate coverage decisions made by Medical Assistance or MinnesotaCare, and therefore was not involved in the legislative process that led to this change.

Doctor of Chiropractic acupuncture registrations are limited by the Chiropractic Practice Act, Minn. Stat. 148.01, subd. 1(7), and is administered according to Minn. R. 2500.3000. The Doctor of Chiropractic acupuncture registration may not be used as an independent therapy or separately from chiropractic services and only as an adjunct to the chiropractic adjustment.

Under Minn. Stat. 147B.02, subd. 2 the Board of Medical Practice regulates the terms Acupuncturist, Licensed Acupuncturist or L.Ac. which may only be used for Acupuncturists licensed with the Board of Medical Practice.

The Minnesota Board of Chiropractic Examiners' statutes and rules are silent on this topic. MBCE is prohibited from giving legal advice/advisory opinions. Further questions should be addressed by obtaining legal counsel for opinion/interpretation that would stand up to a challenge in court or at a hearing.

Per Minn. Stat. 148.10, Licenses Revoked; New Licenses, Subdivision 1. Grounds. (a) Subd. 1a. Free or discounted examination or treatment: Free or discounted examinations must provide sufficient information to allow for a diagnosis and initiation of treatment, with the exception of examinations clearly identified as for the purpose of screening. Free or discounted chiropractic treatments shall be comparable to similar nondiscounted chiropractic treatments. (b) When using the word "free," or any other term with essentially the same meaning in reference to delivering any service, examination, or treatment, the following statement must be presented to the patient or guardian for signature and kept on file: "I understand that one or more services provided have been or will be free of charge. Any subsequent services provided will be provided at the fees that have been or will be explained to me.

Per Minn. Stat. 62J.83 Reduced Payment Amounts Permitted:(a) Notwithstanding any provision of chapter 148 or any other provision of law to the contrary, a health care provider may provide care to a patient at a discounted payment amount, including care provided for free. (b) This section does not apply in a situation in which the discounted payment amount is not permitted under federal law.
