Counseling Compact


The Counseling Compact is now live for licensees in Arkansas, Arizona, Georgia, Indiana, Louisiana, Minnesota, Ohio, Tennessee, and Wyoming. 

Currently, the following licenses can utilize the Compact: 

  • License Professional Counselors (LPCs) licensed by Arkansas and who live in Arkansas can apply for the privilege to practice in Arizona, Georgia, Indiana, Louisiana, Minnesota, Ohio, Tennessee, and Wyoming. 
  • Licensed Professional Counselors (LPCs) licensed by Arizona and who live in Arizona can apply for the privilege to practice in Arkansas, Georgia, Indiana, Louisiana, Minnesota, Ohio, Tennessee, and Wyoming. 
  • Licensed Professional Counselors (LPCs) licensed by Georgia and who live in Georgia can apply for the privilege to practice in Arkansas, Arizona, Indiana, Louisiana, Minnesota, Ohio, Tennessee, and Wyoming.
  • Licensed Mental Health Counselors (LMHCs) licensed by Indiana and who live in Indiana can apply for the privilege to practice in Arkansas, Arizona, Georgia, Louisiana, Minnesota, Ohio, Tennessee, and Wyoming.
  • Licensed Professional Counselors (LPCs) licensed by Louisiana and who live in Louisiana can apply for the privilege to practice in Arkansas, Arizona, Georgia, Indiana, Minnesota, Ohio, Tennessee, and Wyoming. 
  • Licensed Professional Clinical Counselors (LPCCs) licensed by Minnesota and who live in Minnesota can apply for the privilege to practice in Arkansas, Arizona, Georgia, Indiana, Louisiana, Ohio, Tennessee, and Wyoming.
  • License Professional Clinical Counselors (LPCCs) licensed by Ohio and who live in Ohio can apply for the privilege to practice in Arkansas, Arizona, Georgia, Indiana, Louisiana, Minnesota, Tennessee, and Wyoming. 
  • License Professional Counselors (LPCs) licensed by Tennessee and who live in Tennessee can apply for the privilege to practice in Arkansas, Arizona, Georgia, Indiana, Louisiana, Minnesota, Ohio, and Wyoming. 
  • License Professional Counselors (LPCs) licensed by Wyoming and who live in Wyoming can apply for the privilege to practice in Arkansas, Arizona, Georgia, Indiana, Louisiana, Minnesota, Ohio, and Tennessee. 

Eligible licensees may submit applications through Compact Connect. As additional states complete the necessary steps, licensees will also gain opportunities to apply for privileges in those states.

The Counseling Compact recognizes that each state’s implementation timeline may vary. Some states may need additional time to complete requirements such as data readiness, system testing, or regulatory processes. The Compact remains committed to supporting states throughout this journey by offering guidance, resources, and technical assistance to ensure successful participation.

Minnesota Licensees applying for a Privilege to Practice 

To be eligible for the Counseling Compact, a Licensee must meet the following criteria: 
  • Have an active LPCC.
  • Have a home address listed in BBHT's system. The home address must be in Minnesota. 
  • Have completed the fingerprint based background check for BBHT.
  • Have completed all required graduate credits.
  • Have not had any disciplinary action in the last two years.
If you intend to apply for a privilege to practice in another state and are not able to find that you are Compact eligible on the Compact Connect website, contact the BBHT office and we will let you know why you are ineligible. 
 
Steps you can take before contacting the BBHT office: 

Home State

For the purpose of the Compact, a counselor's home state is the state in which they primarily reside. Counselors need a license in their home state (the state where they reside) in order to be eligible for the Compact. For some counselors, their home state may be different from the state where they currently practice and hold a license. 
The Compact explicitly requires counselors to use a license from their home state to participate in the Compact.
