Qualified Residential Treatment Assessor

The Minnesota Department of Human Services is seeking individuals to join a pool of qualified individuals to conduct qualified residential treatment program assessments. The Family First Prevention Act created this new role to add an objective and independent perspective to QRTP placement decisions.

Qualified individuals needed for child welfare assessments

A contracting opportunity for individuals passionate about working with children and families in the child welfare system is now available. If you have experience in this field and are familiar with mental and behavioral health services in the community, consider applying to become a Qualified Individual.

The Qualified Individual role involves completing objective and independent assessments to ensure that children are placed in the least restrictive setting to maintain their overall safety and well-being. This role was created by the federal Family First Prevention Services Act (FFPSA) to ensure that only children who could not have their needs met within their family or community were placed in the most restrictive setting of a residential treatment program. Minnesota implemented this new role on Sept. 30, 2021.

Although applicants can have a variety of experiences and knowledge that would be beneficial in this position, department staff are particularly interested in contracting with:  

• Individuals who have specialized knowledge of, and/or lived experience in, Black and Indigenous communities, as well as other communities of color

• Individuals who have specialized knowledge of, and/or lived experience in, LGBTQ2S+ communities and disability communities

• Individuals who have specialized knowledge of, and/or lived experience with, disabilities

• Individuals who are employees or volunteers of community agencies that are not involved in out-of-home placements

• Community members or elders

• Mental health professionals.
