The Ambulance Services Division is part of the Minnesota Office of Emergency Medical Services. Led by a deputy director, we oversee the licensing, operation, and coordination of ambulance services across the state to ensure timely and effective emergency response.
We ensure that ambulance services in Minnesota meet the highest standards of care and operate efficiently within their communities. Our key responsibilities include:
We set licensing and operating standards for ambulance services to ensure they meet state requirements for safety, reliability, and quality of care. We also manage the registration and oversight of medical response units, ensuring they are properly equipped and staffed to provide emergency care.
To uphold statewide standards, we conduct inspections of ambulance services and vehicles as often as necessary. In addition to inspecting vehicles, we may also review required documentation (including but not limited to schedules, operational policies, patient care guidelines, etc.) at any time.
We oversee the established primary service area system and determine if refinements are needed to define the geographic regions where ambulance services are authorized to operate. Additionally, we authorize—and when necessary, revoke—service permissions based on an ambulance service’s compliance with state regulations.
We work to ensure ambulance services are effectively integrated within their regions and across the state, promoting collaboration and improving response times for seamless, efficient emergency care. Our staff work with other state agencies to coordinate statewide EMS response during large scale emergencies to ensure the health and safety of the public affected by the incident and statewide.
