OEMS Funding Opportunities

The Minnesota Office of Emergency Medical Services (OEMS) administers funding opportunities designated by state and federal governments to support and strengthen Minnesota’s EMS system. Depending on the program, funding may be awarded through competitive grants, formula-based allocations, or other legislatively directed initiatives. Opportunities may support service readiness, workforce development, training, education partnerships, and community care.

Rural Health Transformation Program Treatment-in-Place Funding Opportunity

Status: Application period open.

The Rural Health Transformation Program (RHTP) Treatment-in-Place (TIP) funding opportunity supports eligible projects that help strengthen rural emergency medical services and expand treatment-in-place models in Minnesota.

Previous Opportunities

2026 Ambulance Service Training & Staffing (AST&S) Grant Program

Status: Closed

The Minnesota Office of Emergency Medical Services (OEMS) is accepting applications for the Ambulance Service Training & Staffing (AST&S) Grant Program. This program supports licensed ambulance services in developing or expanding paid “Earn While You Learn” EMT training programs to strengthen the EMS workforce pipeline. Funding may be used for EMT education, certification costs, and wages and benefits for trainees while completing required training. This competitive grant prioritizes services that rely significantly on EMT-level staffing.

Rural Uncompensated Care Pool

Status: Closed

This program supported licensed ambulance services by providing payments for qualifying EMS responses that did not result in transport to a hospital emergency department and for which no payment was received.

Ambulance Operating Deficit Grant Program

Status: Closed

This program provided funding to licensed ambulance services experiencing financial shortfalls to help offset operating deficits and support service sustainability across Minnesota.
