Compliance Monitoring & Reporting Requirements
What is Compliance Monitoring?
For providers subject to enforcement actions, OEMS enforces compliance through regular monitoring.
Compliance Requirements May Include any of the following:
- Quarterly reporting to demonstrate adherence to conditions.
- Retraining or supervised practice to correct deficiencies.
- Substance use screenings or psychological evaluations, if required.
- Employer notifications if the provider continues to work under monitoring.
Your Responsibilities While Under Compliance Monitoring:
You may have one or more of the following requirements. You are responsible for maintaining compliance with the public action. Your primary point of contact is the OEMS Compliance Division, available at
compliance.oems@state.mn.us.
- Primary Contact: You are responsible for assuring the OEMS has your current and accurate contact information.
- Successful Course Completion and/or Written Report: You are required to complete the course(s) identified in your public action. You are also responsible for the payment of the course. If you would like a list of our preapproved courses, send an email to the address above. All papers regarding course work are due within a month from the day you completed your course work.
- Quarterly Reporting: You must submit compliance reports every three months, by the last day of the reporting month, to maintain good standing. If your compliance agreement requires reports from your employment supervisor and/or probation agent, it is your responsibility to ensure they submit their reports on time.
- Retraining and/or Supervision: Complete all assigned corrective actions, including required training, supervision, or education programs.
- Screenings and Evaluations: Complete any required substance use screenings, psychological evaluations, or medical fitness assessments within the specified timeframe.
- HPSP Evaluation: You must contact HPSP to participate in an intake evaluation. HPSP will alert our office if you do not complete your evaluation by the date in your action.
- Employment Notification: If you work as an EMS provider, you must notify OEMS and provide employer details as required. You also will need to inform your employer the public action exists.
- Professional Standards: You are responsible for maintaining compliance with the professional standards, guidelines, and mandates set for EMS providers.
Failure to Comply May Result In:
- Additional sanctions, including extended monitoring or stricter conditions.
- Immediate license suspension or revocation.
- A formal contested case hearing before an administrative law judge.

Applying for Reinstatement or Removal of Restrictions
You have completed all the requirements in your public action and would like it removed from your credential. The Minnesota Office of EMS (OEMS) recognizes that individuals can take corrective steps to restore their certification. Your public action outlines the process for achieving an unconditional credential—be sure to review the document for specific details on your next steps.
When Can You Apply?
- You can apply to reinstate your credential or remove conditions once you have completed all requirements outlined in your public action.
- You must wait until all conditions are fully met before submitting your application.
How to Apply for Reinstatement
- Ensure you have met all compliance and corrective action requirements outlined in your enforcement agreement.
- Complete the Application for Reinstatement or Removal of Restrictions form.
- Send the completed and signed for to OEMS with all required documentation.
