State EMS Plan

Minnesota Statutes, section 144E.011, subdivision 5, requires the Director of the Office of Emergency Medical Services (OEMS) to prepare and biennially update a work plan to guide the work of the Office and Minnesota's statewide EMS system.

The SFY2027–2029 Minnesota Office of Emergency Medical Services Strategic Plan establishes the strategic direction for OEMS and identifies priorities for strengthening Minnesota's EMS system. The plan was developed through consultation, research, and data analysis and reflects the needs and priorities of Minnesota EMS.

The plan focuses on five strategic goals:

  • Support and expand the EMS workforce
  • Provide funding to support and modernize EMS
  • Strengthen EMS infrastructure
  • Understand public expectations of EMS
  • Promote responsible and reasonable law and regulation
