Pre-Authorization For Appraiser Prelicense Examinations

Appraiser license candidates must be pre-authorized by the Commerce Department to take their prelicense examination. The pre-authorization ensures that the candidate has completed all the education and experience required to qualify to take the examination under state law and federal criteria for appraiser licensure. Under this process, the license application must be submitted before the applicant sits for the examination.

Beginning on July 1, 2023, PSI Services will administer appraiser prelicense examinations for the Commerce Department. Before you can register with PSI to take an examination, you must:

After your application has been submitted, it will be reviewed by the Commerce Department to confirm that your education and experience meet the requirements for obtaining the license. If the requirements are not met, you will be notified via email how to check the status of your application. You may also contact the Commerce Department at licensing.commerce@state.mn.us or 651-539-1599 to find out what additional information is needed in order to complete your application.

Once your education and experience meet the requirements for obtaining the license and any other issues with your application have been resolved, the Commerce Department will notify PSI that you are authorized to sit for the prelicense examination, and you will be notified by PSI by email that you are authorized to schedule your examination.

When you pass the examination, PSI will send the results to the Commerce Department, and review of your license application will resume. When your application has been approved, you will receive an email notifying you of the approval.


Information for Trainee and Supervisory Appraisers

Trainee and supervisory real property appraisers are required to include additional information with each initial or renewal license application.


  • Trainees must provide the name and address of their supervisory appraiser(s). 
  • Certified residential real property appraisers and certified general real property appraisers who intend to act in the capacity of a supervisory appraiser must provide the name and address of the trainee real property appraiser(s) that they intend to supervise. 

In addition:

  • Trainees must notify the Commerce Commissioner in writing within ten days of terminating or changing their relationship with any supervisory appraiser. 
  • Supervisory appraisers must notify the Commerce Commissioner in writing within ten days when the supervision of a trainee has terminated or when the trainee is no longer under the supervision of the supervisory appraiser. 
  • Certified residential real property appraisers and certified general real property appraisers may have no more than three trainees working under supervision at any one time.

Technology Surcharge

Minnesota Statutes § 45.24 (f) – Effective May 2, 2022, the technology surcharge is reduced to $15.
