Athlete Agent Licensing

To become licensed as an athlete agent in Minnesota, you must submit the application for your license and receive notice that the application for your license has been approved by the Commerce Department. 

The primary statute governing athlete agents in Minnesota is Minnesota Statutes Chapter 81A, Revised Uniform Athlete Agents Act. You must be familiar with other Minnesota laws as well, including Chapter 45, Department of Commerce; General Powers.

RECIPROCAL REGISTRATION: If you are registered as an athlete agent in another state, you may apply for registration as an athlete agent in Minnesota either by completing this application in its entirety or by submitting the following:

  1. a copy of your application for registration in the other state;
  2. a statement that identifies any material change in the information on your application or verifies there is no material change in the information, signed by you under penalty of perjury; and
  3. a copy of your certificate of registration from the other state.

The application and registration requirements of the other state must be substantially similar to or more restrictive than Minnesota Statutes, sections 81A.22 to 81A.37, your registration must not have been revoked or suspended, and no action involving your conduct as an athlete agent may be pending against you or your registration in any state.

Applying for an Athlete Agent License

To apply for an athlete agent license, you will first need to create an account at sircon.com (or sign into your account there if you already have one). After signing in to your account you will be able to complete the Athlete Agent application.

1. The application requires you to enter your name, date of birth, place of birth, citizenship, Social Security Number, designated business address, mailing address, residence address, telephone numbers, and an email address for business use. You will also need to supply information regarding the following:

  • personal websites and affiliated social media accounts 
  • any professional or occupational license, registration, or certification you have held during the past five years
  • the name, sport, and last known team for each student athlete for whom you acted as an athlete agent during the past five years
  • your current registration status in each state in which you currently are registered as an athlete agent or have applied to be registered as an athlete agent
  • your employment history for the past five years, including the business name and address, your position title, the beginning and ending dates of your employment, and a brief description of your duties
  • your formal training as an athlete agent, if any, including the name of the training facility, its location (city and state), a brief description of the formal training, and the beginning and ending dates of your formal training there
  • your practical experience as an athlete agent, including the name of the business, its location (city and state), a brief description of the practical experience, and the beginning and ending dates of your time there
  • your educational background relating to your activities as an athlete agent, including the name of the educational facility, its location (city and state), a brief description of the education, and the beginning and ending dates of your time there
  • your certification or registration by a professional league or players association, including the organization name, the date of your certification or registration, and the expiration date of your certification or registration
  • the date of any denial of an application for, suspension or revocation of, refusal to renew, withdrawal of, or termination of, certification or registration by a professional league or players association, or any reprimand or censure related to certification or registration by a professional league or players association

2. You will also need to supply information about your employer(s) and answers to background questions about yourself and your employer(s), including the following:

  • the business name, street address, mailing address, telephone number, and web site address(es); any affiliated social media accounts; a brief description of the nature of the business; and the business organization form for your principal place of business and your other employers, if any
  • if the business employing you as an athlete agent is a corporation, the full name and address of each person that is an officer or director of the corporation or a shareholder having an interest of five percent or greater in the corporation, and for each person listed, their relationship to the business (officer, director, or shareholder having an interest of five percent or greater in the corporation)
  • if you are employed as an athlete agent by a partner, member, officer, manager, associate, or profit sharer (NOT a corporation), the name and address of each person that is a partner, member, officer, manager, associate, or profit sharer, or that directly or indirectly holds an equity interest of five percent or greater of the business, and for each person listed, their relationship to the business (partner, member, officer, manager, associate, profit sharer, or direct or indirect holder of an equity interest of five percent or greater of the business)
  • If you or any person listed in response to the previous two bullet points:
    • has applied for a state or federal business, professional, or occupational license, other than as an athlete agent, from a state or federal agency: the name of the license type and a description of the status of the application, including any denial, refusal to renew, suspension, withdrawal, or termination of the license and any reprimand or censure related to the license
    • has pleaded guilty or no contest to, or been convicted of, a crime that would involve moral turpitude or be a felony if committed in Minnesota, or has charges pending for a crime that would involve moral turpitude or be a felony if committed in Minnesota: identification of the crime, the law enforcement agency involved, and if applicable, the date of the conviction and the fine or penalty imposed
    • has been a defendant or respondent in a civil proceeding, including a proceeding seeking an adjudication of legal incompetence, within the past 15 years: the date and an explanation of each proceeding
    • has an unsatisfied judgment or a judgment of continuing effect, including spousal maintenance or a domestic order in the nature of child support, that is not current at the date of this application: an explanation of the unsatisfied judgment 
    • has, within the past 10 years, been adjudicated bankrupt or was an owner of a business that was adjudicated bankrupt: the date and an explanation of each occurrence
    • has been found by any administrative or judicial determination to have made a false, misleading, deceptive, or fraudulent representation: the date and an explanation of each determination
    • has engaged in conduct that resulted in the imposition of a sanction, suspension, or declaration of ineligibility to participate in an interscholastic, intercollegiate, or professional athletic event on a student athlete or a sanction on an education institution: the date and an explanation of each instance
    • has received a sanction, suspension, or other disciplinary action arising out of occupational or professional conduct: the date and an explanation of each instance
    • has received a denial of an application for, suspension or revocation of, refusal to renew, or abandonment of, a registration as an athlete agent in any state: the date and an explanation of each instance
    • has any unclaimed property (unclaimed funds or property over three years old) to report under Minn. Stat. §345: a description and explanation of the unclaimed property

3. The fee is $500.

4. The license is valid for two years.


Renewing an Athlete Agent License

To renew your Athlete Agent license, you will first need to create an account at sircon.com (or sign into your account there if you already have one). After signing in to your account you will be able to complete the Athlete Agent license renewal application.

  1. The renewal fee is $400.
  2. The renewal application is available 90 days before the license expiration date. (A license expires two years after the date it was issued.)
  3. A renewed license is valid for two years.
