Managing an EMS Education Program in Minnesota
After your program is approved by the Minnesota Office of Emergency Medical Services (OEMS), ongoing management is essential to ensure compliance with state regulations and to support student success. Program coordinators play a critical role in maintaining the integrity of EMS education by overseeing course offerings, ensuring instructor qualifications, reporting accurate student completions, and keeping program records up to date. OEMS provides tools and guidance to help you meet these responsibilities through the state’s eLicense portal.
Key Responsibilities
As the program coordinator, your responsibilities include a number of tasks including:
Manage Courses and Instructors
- Add new course offerings in the eLicense system
- Maintain an accurate list of instructors assigned to each course
- Ensure all instructors meet statutory qualifications and provide updated credentials when needed
- Retire instructors who are no longer teaching for your program
Submit Program Renewal Applications
- Programs must renew their OEMS approval every [insert renewal frequency, e.g., 2 years]
- Renewal includes verifying compliance, updating documentation, and confirming staffing
- Late or incomplete renewals may affect your program's approval status
Approve Course Completions for Students
- After each course ends, enter successful student completions in the eLicense portal

Keep Staff Information Up to Date
