January 9, 2026 - Based upon these Conclusions, the Administrative Law Judge recommends that the Commission issue a Site Permit to Castle Rock Solar, LLC to construct and operate the Project and associated facilities in Dakota County, Minnesota. In addition, the permit should include the draft permit conditions amended as set forth in the Conclusions above.
