23-2500-40748 In the Matter of the Application of Great River Energy, Otter Tail Power Co., Western Minnesota Municipal Power Agency, Agralite Electric Coop., and the City of Benson (Applicants) for a Certificate of Need and Route Permit for the Appleton to Benson 115 Kilovolt Transmission Line Project

December 5, 2025 - Based upon these Findings of Fact and Conclusions of Law, the Commission should issue a Certificate of Need and Route Permit for Applicants’ Proposed Route to Applicants to construct and operate the Project and associated facilities in Swift County in Minnesota, and that the Route permit include the Draft Route Permit conditions amended as set forth in the Findings above.
