February 5, 2025 - Based upon these Findings of Fact and Conclusions of Law, the Administrative Law Judge recommends that the Commission issue a Certificate of Need and Route Permit for the Applicant’s Preferred Route to Xcel Energy to construct and operate the Project and associated facilities in Sherburne, Stearns, Kandiyohi, Wright, Meeker, Chippewa, Yellow Medicine, Renville, Redwood, and Lyon counties in Minnesota, and that the permit include the draft route permit conditions amended as set forth in the Conclusions above.
