November 5, 2024 - There is no probable cause to believe that Respondent, James Francis, violated Minn. Stat. § 211A.02, subd. 2(4) (2024), by failing to timely report disbursements relating to a campaign mailer sent to voters in July of 2024. Accordingly, this claim is DISMISSED. See Minn. Stat. § 211B.34, subd. 2(a) (2024). There is probable cause to believe that Respondent, James Francis, violated both Minn. Stat. § 211A.12 (2024) by accepting contributions in excess of $600, and Minn. Stat. § 211B.04 (2024) by commissioning a campaign advertisement in the South St. Paul Voice that did not include the required disclaimer. Under a stipulation by the parties, these claims will proceed to a three-judge panel using the existing factual record. See Minn. Stat. § 211B.34, subd. 2(b) (2024).
