May 22, 2024 - The Department has established that Respondents engaged in violations of law for which discipline is warranted, and the Commissioner of the Department (Commissioner) has the authority to revoke Rock Roofing’s license and Mosinski’s registration as a qualifying person, order Respondents to cease and desist from unlawful conduct, and impose a penalty of $30,000. As the Department did not pursue all factual and legal claims recited in the Licensing Order with Penalty issued on May 4, 2023 (Licensing Order), the Administrative Law Judge recommends that the Commissioner amend the terms of the final order to conform to the claims pursued by the Department in this matter.
