October 6, 2023 - While the Commissioner has legal authority to impose a conditional license based upon four licensing violations, the Order and conditions should be modified to reflect only the supported citations. The Commissioner lacks the authority to issue either fine under Minn. Stat. §§ 245A.06 and .07.
