September 22, 2023 - The Committee has demonstrated by a preponderance of the evidence that Officer Winsell used unauthorized deadly force in violation of Minn. Stat. § 626.8432, subd. 1(a)(3) and Minn. R. 6700.1600(O). Accordingly, the Administrative Law Judge recommends that the Board take reasonable and appropriate disciplinary action against Officer Winsell’s peace officer license.
