June 29, 2023 - The Administrative Law Judge concludes that Xcel Energy has satisfied the criteria set forth under Minnesota law for a Certificate of Need (CN) for Additional Dry Cask Storage at the Monticello Plant ISFSI. Therefore, the Administrative Law Judge respectfully recommends that the Commission grant Xcel Energy’s Application for a CN, subject to certain specified conditions.
