February 16, 2023 - Complainant established by a preponderance of the evidence that Respondents violated Minn. Stat. § 211A.02, subd. 1(a) by failing to timely file an initial report. For this violation, a $250 civil penalty is appropriate. Respondents did not violate the reporting requirements under Minn. Stat. § 211A.02, subd. 1(b)(2) and that claim is dismissed.
