November 17, 2022 - The Department did not meet its burden to establish maltreatment by sexual abuse or maltreatment by threatened injury but established reasonable cause to revoke Appellants’ license based upon the conclusive disqualification of William Sathre. Accordingly, the Administrative Law Judge respectfully recommends that the Commissioner MODIFY the January 19, 2022, Order of License Revocation issued to William and Nancy Sathre to rely only on the disqualification of William Sathre and AFFIRM AS MODIFIED.
