    9054-37629- In the Matter of the the Proposed Rule Amendments Governing Minnesota Veterans Homes, Minnesota Rules, Chapter 9050 April 21, 2022- Based upon a review of the record in this proceeding, the Chief Administrative Law Judge hereby CONCURS with the disapproval of the proposed rules and approves in all respects the findings in the Report of the Administrative Law Judge dated April 15, 2022. Specifically, the Chief Administrative Law Judge CONCURS that procedural and substantive defects prevent approval of the proposed rules, that these defects are not harmless error and are prejudicial, and that the prejudice cannot be remedied in this rulemaking proceeding.
