82-0325-36868 Concerned Citizens of the Eveleth-Gilbert and Virginia School Districts, Complainant, vs. Eveleth-Gilbert and Virginia School Districts, Respondents

October 30, 2020 - Complainant established that Respondents acted as “committees” with respect to the May 2019 ballot question, by preparing and disseminating material promoting passage of the ballot question. Complainant further established that Respondents made expenditures or received contributions in excess of $750 related to the preparation and dissemination of the material promoting passage of the ballot question. Complainant established that, by failing to file campaign finance reports in 2019, Respondents violated Minn. Stat. § 211A.02. For this violation, the Panel concludes a reprimand is appropriate. With respect to the May 2020 ballot question, Complainant failed to establish that Respondents acted as committees by preparing and disseminating material promoting passage of the ballot question. Therefore, this claim is DISMISSED.
