21-1800-36445 In the Matter of the Appeal by Philip Koliego of the Maltreatment Determination and Disqualification, and the Appeal by Philip and Mammie Koliego of the of Revocation of their Child Foster Care License

August 14, 2020 - The County failed to demonstrate by a preponderance of the evidence that Philip Koliego is responsible for the maltreatment of a minor by physical abuse. Because there is no finding of maltreatment, there are no grounds to disqualify Mr. Koliego or to revoke Appellants’ child foster care license. The Administrative Law Judge respectfully recommends that maltreatment determination, the disqualification, and the August 29, 2019 Order of License Revocation be RESCINDED.
