September 25, 2019 - After a careful review of the evidence in the hearing record, the Administrative Law Judge recommends that the Commissioner uphold the sanctions set forth in the Administrative Order with Penalty. In addition, the Administrative Law Judge finds that Respondents’ appeal was frivolous and recommends that the Commissioner add to the amount of the penalty the costs charged by the Office of Administrative Hearings pursuant to Minn. Stat. § 326B.082, subd. 8(d).
