April 24, 2019 - Under our law’s reasonableness standard, there is sufficient cause to believe that the conditions of Ms. Gubrud’s day care continue to pose an imminent risk of harm to the health, safety, or rights of persons served by the program. Accordingly, the Commissioner of the Department of Human Services (Commissioner) should uphold the Order of Temporary Immediate Suspension until a thorough investigation can be completed.
