February 13, 2019 - The Administrative Law Judge concludes that (1) the Department proved by a preponderance of the evidence that Ms. Johnson was responsible for maltreatment of a child by neglect; (2) the Department demonstrated that reasonable cause exists for imposing a licensing sanction on Mr. and Ms. Johnson; (3) Mr. and Ms. Johnson have not demonstrated by a preponderance of the evidence that they were in full compliance with those laws or rules the Department alleges they violated at the time the alleged violation occurred; and (4) the Department properly ordered the revocation of Mr. and Ms. Johnson’s child foster care license. Therefore, the Administrative Law Judge recommends that the maltreatment determination regarding Ms. Johnson be UPHELD and that the Order of Revocation be UPHELD.
