July 23, 2018 - The Administrative Law Judge concludes that because Mr. DeJarlais did not meet the minimum qualifications for appointment as a Conservation Officer Trainee, which included a passing score on the Law Enforcement Work Style Inventory, he was not entitled to the ranking and hiring preference in Minn. Stat. § 43A.11, subd. 7. Similarly, because Mr. DeJarlais was not a member of the “finalist pool,” the Department did not violate Minn. Stat. § 43A.11, subd. 9 when it did not detail the reasons for rejecting his application for appointment.
