Dr. Paul Goering is a voting member of the Executive Board. He was appointed by Gov. Tim Walz as a member with experience serving on a hospital or nonprofit board. His term expires Jan. 3, 2028.
Goering serves as a fellow at the Leadership Institute of Healthcare, where he co-chairs the National Behavioral Health Forum, and is on the Strategic Advisory Board of JASPR Health, REEMA Health, Althing Health and Iris Telehealth. He served for 13 years as the Vice President of Allina Mental Health and Addiction Services.
A board-certified psychiatrist and Distinguished Life Fellow of the American Psychiatric Association, Goering has been seeing patients at United Hospital in St. Paul since 1992. He served as medical director of United Hospital’s Mental Health department prior to his leadership role in mental health services and was the 2020 recipient of the Service to Humanity award for contributions he has made to the community over the course of his career.
Goering served on the Minnesota Governor’s Task Force on Mental Health, is past-president of the Minnesota Psychiatric Society, and served on the Quality Advisory Review Committee at the Minnesota Department of Human Services. He has also served on the University of Minnesota’s Implementation Team for the Human Research Protection Program, the Minnesota State Operated Services Governing Board, and on the American Hospital Association Governing Council on Psychiatric and Substance Abuse Services.
Goering holds an undergraduate degree from St. Cloud State University and a doctorate of medicine degree from the University of Minnesota Medical School. He completed a transitional internship and residency training at the Naval Regional Medical Center in San Diego. Further education includes the Physician Leadership College at St. Thomas University, the Advanced Training Program at Intermountain Healthcare Institute and the Studio E program in Entrepreneurial Leadership.
